Technical Services Division

The Lawton Police Department's Technical Services Division is commanded by Captain Rick Franz and consists of the Records Section and the Jail Section. The Records Section is supervised by Marianne Schweitzer and is responsible for entering all data into our Records Management system (ICIS). This would include all Offense Reports and Arrest Reports. If you are needing a copy of a report you generated, you may come to the station and receive a copy from 7:00 AM to 7:00 PM, Monday through Friday. We currently employ 10 Records Clerks and 1 Archive Clerk.

The Records Section is a the contact point for any Open Records requests. Certain records at the department concerning crimes and arrests are considered open records by Oklahoma Statute. The records are available to obtain upon request. If you would like to inquire concerning a record or file, you may contact the Records Section and request the record. If the record is covered by the Open Records Act, you request will be granted.

The Jail Section is located on the top floor of the Police Department. There are currently 3 Correction Lieutenants and 9 Correction Officers in the jail section. Lieutenant Terry Sellers is the Senior Lieutenant and assists with the overall operation of the section. All persons arrested by the Department are processed through the jail. If the offense is a State charge, the individual will be transferred to the Comanche County Detention Center. If the charge is a City charge, the individual will be arraigned by the City Judge and given a bond and court date. If you would like to visit someone in the City Jail, visiting hours are Saturday and Sunday, 8:00 AM to 3:00 PM. There are a limited number of visitation times so please arrive early to sign up.

The Technical Services Division also includes Property and ID, which is responsible for all property that is evidence in a crime, found, or turned over to the department. You may reclaim property Monday - Friday from 8:00 AM - 12:00 Noon and 1:00 PM - 3:00 PM. The Department has a full-time Statistician that compiles offense and arrest reports and reports them monthly based on UCR reporting guidelines. She is also responsible for purchasing items throughout the department. The Department also has a full-time maintenance technician for repairs around the building.

 

Captain Richard Franz started his law enforcement career with the Lawton Police Department in February of 1989. Capt. Franz spent many years in patrol before moving to training division where he was a Crime Prevention Officer and one of the department’s first Community Oriented Police Officers. Capt. Franz was promoted to Lieutenant in 2003 and served as a patrol supervisor and team supervisor for the Crisis Negotiation Team.

Capt. Franz was again promoted in January of 2010 to the rank of Captain, where he now serves as a Watch Commander and Chairman of the Meritorious Conduct Board, Commander of the Crisis Negotiation Team, and is the On Job Injury Coordinator. Captain Franz was recently transfered to the Technical Services Division as the Commander.
